What is low-voltage infrastructure in a commercial building?

Low-voltage infrastructure is the cabling and systems that carry signals under about 50 volts — data, voice, video, security, and control. Here's what's in scope, what isn't, and how it relates to electrical.

Low-voltage infrastructure is the cabling, termination, and field hardware that carries signals at voltages well below mains electrical — typically under 50 volts. It is the layer that connects users, devices, and building systems to each other and to the outside world. In a commercial building, it is the difference between a building that “has internet” and a building that runs.

What counts as low-voltage

The category is broad. In a typical commercial project, low-voltage covers:

  • Data and voice cabling — Cat6, Cat6A, fiber backbone, patch panels, voice runs.
  • Wireless infrastructure — cabling and mounting for WiFi access points, distributed antenna systems (DAS), small cells.
  • Audio/video — digital signage cabling, conference room AV, video walls, sound systems.
  • Security — CCTV cameras and recorders, alarm panels, access control, intercoms.
  • Building systems — BAS (building automation system) cabling, lighting controls, PoE lighting.
  • Specialty — nurse call (in healthcare), POS cabling (in retail), paging systems, wayfinding.

The boundary that defines the category is electrical code, not function. Anything that runs at 50V AC or under, or 120V DC or under, generally falls under low-voltage wiring methods — typically Article 725, 760, 770, 800, 810, 820, or 830 of the Canadian Electrical Code, depending on the signal type.

What is not low-voltage

Electrical is not low-voltage. Anything that powers equipment at 120V, 208V, 240V, 347V, 600V, or higher is the electrical contractor’s scope, not the low-voltage contractor’s. That includes:

  • Panel boards and circuit breakers.
  • Receptacles and general-purpose outlets.
  • Lighting circuits (except PoE lighting and some low-voltage control wiring).
  • HVAC power wiring.
  • Main service feeds and transformers.

In practice, the two scopes overlap. A typical commercial project has a general electrical contractor, a low-voltage contractor (often more than one — see below), and an IT or systems integrator. Coordination between them is the single biggest factor in whether a project finishes on time.

Why “low-voltage” is sometimes split across multiple trades

A large commercial project often has more than one low-voltage contractor. Common splits:

  • Structured cabling (data, voice, fiber backbone) — one scope.
  • Security (CCTV, alarm, access control) — often a separate scope, sometimes a separate vendor.
  • Audio/visual — sometimes in-house facilities, sometimes an AV integrator.
  • Wireless (WiFi, DAS) — sometimes bundled with structured cabling, sometimes with the network equipment vendor.
  • Specialty systems (POS in retail, guest WiFi in hospitality, BAS) — usually its own scope with its own vendor.

Lume’s typical scope is structured cabling, fiber, WiFi, CCTV, alarm systems, digital signage, and VoIP. We coordinate with the general electrical, the IT team, and any specialty vendors that the project brings in.

How low-voltage gets scoped

A well-scoped low-voltage project has:

  • A clear site list. Either one site with a full set of drawings, or a list of sites with consistent standards across them.
  • A clear scope split. Which low-voltage systems are in this contract, which are in another, and which the customer handles in-house.
  • Accurate drawings. Floor plans with outlet counts, ceiling heights, pathway routes, and known obstructions.
  • Operational constraints. Are there hours we cannot work? Tenants in place? Hard open dates? Construction sequencing requirements?
  • A handoff plan. What does the customer get at the end — drawings, test results, photos, a binder, a contact for warranty work?

Most scope problems on commercial low-voltage work are not technical. They are coordination problems: drawings out of date, scope unclear between trades, scheduling conflicts between trades, or no clear handoff story. The technical install is usually straightforward.
